I take it that this the Royal New South Wales Navy that the rest of the country pays for but seldom sees.

Gone are the days when the fleet, including the likes of HMAS Australia or one of the carriers, accompanied by destroyers etc would regularly visit places other than Sydney. Defence needs to remember that the services are manned and paid for by people from all states.

Didn't NSW have its own Navy before 1913?

All the colonies except for WA, had a naval force of some type. Since Sydney was a base for the Royal Navy, NSW developed a  "Naval Brigade" made up of paid members, plus the Naval Artillery Volunteers and there was the Sydney Naval Brigade.

Rest is history: 1901 formed the Commonwealth Naval Forces, 1911: RAN.
