Are you joking?

Well first of all Newroads and Xtracks installs into MSTS GLOBAL folder then into the SHAPES folder
Extract the Tramtracks as well as the Platform kits into a temporay folder (Somewhere you can find it, like your DESKTOP)

Go to MSTS GLOBAL and SHAPES folder, you shouldn't miss it!
Now put all files with .S and .SD into the GLOBAL SHAPES folder from the Tramtracks and Platform kit folders
and it's done

DO NOT, Whatever you do is use the OLD tsection.dat build Number 24 file within the Tramtracks archive this is updated with Xtracks and Newroads automatically

Now you can download and install the Epping line and place it into MSTS ROUTES folder
https://www.railpage.com.au/downloads?mode=download.view&id=744

NOTE: READ THE README FILE!!! That's the last time I'm going to say it
If you've done it correctly the route will work!!
ok i got it up working but when i start the epping line a message comes up saying "no extended shape data for road2lstr200m.s so i went looking for it in the GLOBAL/SHAPES and it wasn't even their could u help me please.
When you installed Xtracks and Newroads, did you run them as an administrator?
no
Do it, or, do the steps that @CITYrail-rulez described above before running.
railblogger

NOTE: The download is at the bottom of the page, download the "Stable Release 1.7.051922" of MSTS Bin

3) New Roads http://msts.steam4me.net/utilities/index.html#newroads

4) Xtracks http://msts.steam4me.net/utilities/index.html#xtracks

5) FineScale http://msts.steam4me.net/utilities/index.html#ukfs

Now, install them in that Order

Step 6) Download and Install TramTracks 1.1 http://www.thetrain.de/de/downloadarea/tramtracks-1-1/

i got the epping route thank you @railblogger and @CITYrailrulez for helping me through this process but i have another issue i have installed the ptv comeng but when i open MSTS it comes with a message saying "error reading au.ptv.comeng/metrocomeng301m.eng not sure why
  cityrail-rulez Chief Train Controller

Excellent news Smile I am very happy that you finally got the Epping route to work Smile

Ah, there are two reasons for you getting that error

1) The route's activity requires the .ENG file to run the activity. However, there are no available activities within the Epping line Activity folder... So this would not cause the problem

2) A consists was created using the .ENG file titled "metrocomeng301m.eng"
Open the TRAINSTRAINSET folder "I'm not sure what the train folder for it is"

Copy any .ENG file and rename it to metrocomeng301m.eng

Or optional is to open the TRAINSCONSISTS folder "I don't know what consists file it is"
but the .CON that was installed for the Metro Comeng can be either edited or deleted

I honestly don't know how to help you here mate, as I only have NSW and QLD rolling stock and vary few VIC freight wagons
But I am sure someone can come to your rescue SmileSmile Sorry about that, it's just that I don't use the VIC routes or rolling stock other than freight wagons

Ok. Just re-read your post.

Run Notepad as an administrator. Choose File > Open and navigate to the TRAINS/CONSISTS folder. Select ALL the PTV Comeng consists with 301M in the name. Go through each one and replace "au.ptv.comeng/metrocomeng301m.eng" with "AU_PTV_Comeng/metrocomeng301M.eng".

silvertrain80
No I mean the consist folder. The files you are looking for will have a name like "Comeng 6 car EDI PTV 301M 302M.con".
  cityrail-rulez Chief Train Controller

I just downloaded the PTV https://www.railpage.com.au/downloads?mode=download.view&id=816 and took noticed of the contents within the archive

1) Main Folder contains
"PTV_Comeng_1_1.EXE" = Installer File, to install select MSTS/TRAINS/TRAINSET folder
"PTV_Comeng_Sets_1_1.ZIP" = Con or Consists files which should go into the MSTS/TRAINS/CONSISTS folder

2) _MACOSX Folder contains
The same installer .EXE file - I would assume this installer is for a 32-bit of Windows as I tried to run it on my 64-bit computer
The same .ZIP file containing the .CON or Consists files - this zip folder doesn't seem to be valid not sure why but use the above .ZIP file to install the consists files

I wouldn't know why you are getting the error message your having with the PTV set, not unless you have a passenger activity with one of your Victorian routes you have installed and MSTS is trying to find the .ENG file to run the activity

However, there could be a possibility that you didn't download the original file above "See the above link" as the .ENG file is located within this archive

There is a reskin version which also contains more road numbers located here https://www.railpage.com.au/downloads?mode=download.view&id=813 so I think this could be the one causing the error message you are having as one or more .CON files are looking for the metrocomeng301M.eng file from this archive

I hope this all makes some sence, as I said before I only have NSW, QLD and some VIC wagons installed in my MSTS
So I didn't have the PTV set until I just downloaded it

1) Download and install the first PTV set in the above link at the top of the page
2) Download and install the second PTV set at the bottom of the page

Not sure if it will fix the error message but it would be a fair guess that maybe you only downloaded one of the PTV set files
Let us know how you go Smile

@CITYrail-rulez I think you should go back and read the most recent posts. The .eng file IS there. The problem appears to be an incorrect path in one or more of the consist files.

Hmm.

That seems weird because the error you're getting is normally caused by a missing .eng file or a faulty consist file.

But seeing as you have neither of those, the only thing I can think of is to run Route_Riter as an administrator, then under the Activities/Stock tab, click "Quick consist check" and see what happens.

That means that the PTV Comeng is there and you're for some reason not seeing it in the consist folder.

The second window should highlight all the errors and you should be able to double-click on them to change the value.
