This link features several different methods, however the one that I want to draw your attention to is the 'T-Cut' method.
T-cut is a British brand of car polish that has a very fine abrasive. I am sure there may be alternative brands that work, however the T-cut brand is known to work and is recommended by a lot of British modellers, and I can back-up their claims.
You just apply a small ammount to the printed area that you want to remove and gently rub it with a cotton bud. You should start to see the ink softening and being removed by the fine abbrasive. Just continue until all of it is removed, you may need to add more polish, and you will probably go through a few cotton buds.
To clean up, just gently wipe with a damp cloth to remove any residue. As it is a polish, it actually leaves a very glossy finish. This is perfect if you wish to apply more decals, however you may need to hit it with a satin or matte clear if it will remain as-is.

Just make sure that you get the 'Original' version, and not any of the other T-cut products.
And this may be pedantic, however if you want to remove really small areas, the Tamiya cotton buds are brilliant. The fine, pointed tips are great for removing small painted details, and they are really tightly compressed so that they don't just fray like the ones from the pharmacy/supermarket.

Those who like mysteries will have noted the product code for the WCR restaurant carriage is NPS-54. The other NPS codes are:
Tangara = NPS-1 TO NPS-12
Aurora = NPS-14 TO NPS-20
RUB = NPS-21 TO NPS-34
V sets = NPS-35 TO NPS-50
Logic says the missing NPS-13 is a Tangara, NPS-51 to NPS-53 could be from any of the above 4. This time last year we got unannounced XPT's, then 2 weeks later more unannounced XPT's so perhaps another Aurora related surprise awaits the Sydney exhibition.

Yesterday (23rd), I contacted Australian Modeller trying to get my hands on one of these "Wrong Logo" cars and was advised by Peter (the Manager) that this car was only available in the SEX/MES Set (NPS-16) and that Auscision was looking for a fix for this problem.Any noticed the mistake with the lettering on the lounge car...?
Edit-2: I'm curious, why can't I find that "Melbourne Express" carriage picture on their website?

So that means my set might still post Monday. Interestingly the say the blue neon light disappeared after Motor Rail was added in 1973. This is not actually correct as I worked out of Wodonga between 1974 and 1980 and one of the trains I assisted on was the down Contrans which left before the "snorer" at night and was usually run through along the way. We would leave Allumatta on a bottom yellow and watch the blue sign all the way to Albury. I think what actually happened was the motor rail departed Melbourne behind the engines and arrived ex Sydney at the rear after running them from the front during the loco change at Albury. I don't ever remember seeing the sign out of Albury. Mind you Dynon drivers followed us in the mornings as the up "snorer" was a Wodonga job. I believe the neon might have lasted till it either failed, or through running made it difficult to use.Any noticed the mistake with the lettering on the lounge car...?
