Well, I got my response from the Minister today. Sad to say it is just more spin, a combined rehash of a few of the press releases that have been sent out in the last few weeks. Not surprising but still disappointing.

I'm not sure what else you required from Minister Allan.
You didn't ask about the uprated speed limit from Echuca to Bendigo so there was no requirement by the Minister's minders to add that info into the reply.
The wheel wear issue was resolved a year ago so no reply required there.
People are moving back to Melbourne (Pakenham)...well that person will find out about standing for long journeys and the Gippsland line doesn't exactly operate like a Swiss watch either...the analogy...frying pan into the fire comes to mind.
I'm well over the 'trespassers on the line' etc...delaying hundreds of pax due to some dim-witted idiot rambling aimlessly over the perway is no excuse for stopping all trains and putting on busses as was the case yesterday morning on the Ballarat line according to a V/Line text message...If I'd not been in Mildura, I'd have been 45" late.
This is a discussion commuters advocacy groups needs to have with V/Line/PTV ASAP

I'm pleased as I thought earlier that Minister Allan uses V/Line at least occasionally, but where are the V/Line department heads etc who used to come out every few months to get on-board feedback from the pax

As I work in a political environment, I'd be considered by some in these pages to be a part of the problem...not part of the solution. I think generally it was an ok letter from the Minister and if there was anything specific you felt wasn't addressed, then write again about that issue.
However a reply from that office will unlikely be drafted to anything that's been addressed in any previous letters, or because you may be angry or some such about some aspect of the PT service...not that I'm saying you were.
