Id say a big reason for no action is that Salta pulled interest from the project.

Why would that make the difference?

Salta was going to run the Dandenong intermodal - and run shuttle trains down that way.  I think they were also in it for the Somerton one too.  If theyre not going to do that then there goes a major instigator of the port rail shuttles.  

Id say SCT is probably still in the mix somewhere with Altona though.

SCT have been granted $9.5 million to do whatever at Altona. And Austrak got $16.2m for Somerton. That leaves about $33m on the table - so I wouldn't be surprised in the government is now pleading with Salta to come back to the negotiating table for Dandenong.

SCT have been granted $9.5 million to do whatever at Altona. And Austrak got $16.2m for Somerton. That leaves about $33m on the table - so I wouldn't be surprised in the government is now pleading with Salta to come back to the negotiating table for Dandenong.

Following a public, competitive request-for-proposal process, $16.2 million will be invested at Austrak in Somerton and $9.5 million at SCT Logistics in Altona to connect these major freight hubs to the Port of Melbourne by rail. These are the first fully-funded Port Rail Shuttle network projects - further project funding will be announced.

If this Is the siding I'm thinking of (located next to SCT freight facility at the Up end of Laverton Loop)

The siding junctions are all In place (SG)

But the sidings have to cross over petroleum pipelines (that's where you can get 2 years + planning delays)

I think they will need more than just a siding but trackage also within the complex.  This is good news for rail and for the port and especially for the environment.

Anyhow, the government does not need to be involved in Salta want to run trains from Altona to the Port and return especially on SG.

The SG connection to the proposed Altona terminal have been in place for years (check Nearmap)
Problem was that SALTA also wanted BG into the site so they could provide BG shuttles to their Lyndhurst (proposed) terminal  with a request for the state government to pay for it (the connection )
That was when Hastings was to become the new future port of Melbourne and Lyndhurst sort of a rail head for the port.
The project is cactus as far as I understand`
The Port of Melbourne has put a detailed proposal to the state government to develop and improve rail connections to the port

No, but there are lots of obstacles in the way, particularly around the control of strategic parcels of land at some of the terminals. And there is one party that threw its toys out of the pram during the RFP process trying to bully its way back in. Another case where the 'industry' is working against its own collective best interests in seeking outcomes to benefit individual participants.
