This is, of course, correct.  I feel like the people who wrote the report above haven't been paying any attention.

The only difference between the two parties was that the Libs reckoned they were going to do it immediately or at least short-term (although their candidate for Carrum slipped at a public meeting that they may have only gone as far as Langwarrin), whereas Labor have it on their longer-term planning.
