I think the really interesting aspect of this is that many private consortiums now consider it too risky to partner with the State Govt on big infrastructure projects.  Not surprising after some of the IBAC revelations and other recent cost blowouts & epic fails...

Trucks are banned on Rosanna Rd at certain times already but, as I read about, the roads west of the Maribyrnong River that also have truck bans it is all up to the drivers to obey "the rules" and a lot obviously don't because no-one polices these bans. Maybe the answer is they can't read! That could explain all the hits on the various low height bridges and tram overhead around Melbourne; Montague St, Spencer St, Napier St, Racecourse Rd, even one in Ringwood recently.

Its also not trucks that create the congestion along Rosanna, it's all the single occupant cars, large numbers of whom are so self centred that they have to get in front of everyone else to save themselves a few seconds of travel time.

Possibly the thing that i dislike the most about our system of democracy, the so called mandate. If I vote for party A over party B because I think they have, on balance, a better vision for my council / state / country that does not mean that I endorse every single policy that they put up before the election. That is just a dumb way for pollies to claim that they have support for things. Nearly everyone I have spoken to about NE link supports the project but thinks it is the wrong route.
