How long now before subpoena's are issued for documents covering the soil testing undertaken by the government and will Transurban join the Vic government in the action?

It does look like this is going from bad to worse for the government and with Transurban in financial trouble (or about to be) what does this mean anyway for vehicle modelling for the road way higher than it will actually be.  People are changing the way they work and travel ultimately having a dramatic affect on traffic volumes.

As predicted the government about to be drawn into litigation on the WGT according to the age https://www.theage.com.au/national/victoria/judge-could-insist-on-government-joining-west-gate-tunnel-legal-stoush-20200618-p553wc.html

The Andrews government could be dragged into a legal stoush between Transurban and the builders contracted to dig the trouble-plagued $6.7 billion West Gate Tunnel. This is despite the government insisting the dispute is strictly a matter between Transurban and the joint building venture, CPB Contractors and John Holland.
the age

The tunnel is running almost 12 months late.

At this stage, the Supreme Court case involves Transurban and the builders, but Justice Kevin Lyons said at a hearing on Thursday morning the state government must be brought into the case, as they are part of the project's design and construction contract and would be bound by the court's findings.
the age

Courts can join people in legal disputations if court decisions would be binding on the parties which they will in the case of Transurban.  This could get very ugly.

Further question, why was it necessary to close the Operations Terminal and remove the reversing loop and other rail infrastructure to build out the WGT when the map does not show the land the OT was on being used?

Wurundjeri way is getting an extension onto Dynon road.... And given that all the steel being transferred across to BG is just coil, you dont need a dedicated terminal anymore.
There was also that vague plan to do something there, but dunno if it ever got off the ground.

Is this correct?  I hear PN as completely out of space and the government is looking to move the steel to another terminal with space.

Loaded steel wagons were in North Dynon on Saturday.
