@TOQ-1 The $10 Billion does not include fast rail to Geelong. And electrifying Melton and Wyndhamvale does not require the airport line to be built.

If a Vlocity set with buffet is of 4 cars, that's likely to be the maximum consist as most platforms are not long enough for 8 car trains.  N set can be expanded to 5 or 6 cars.
