Roderick you are correct - it is Winchelsea.

K-153 runs around her train at Winchelsea at 2:23pm on Sunday 15th July, 1979.

The loco was running a special from Spencer Street to Winchelsea and return. The loco hauled the train tender first back to Geelong, turned, then proceeded to Spencer Street.

Yes, Ballarat East.  The photo was taken in Nov.67: younger than some RATM posters, but older than most.
I have a surprisingly large quantity of coal-stage photos in my silver collection, so I won't offer a postmortem: it could destroy their chances of future use.

Highrailer, if you go in & edit your initial post, removing the
tags but leaving the [bigimg][/bigimg] ones as is - as I've done here - that should fix things. Seems like when the two lots of tags are both present at the same time, they fight each other and the desired effect of the big image tags gets negated as a result.

For a guess, I'll say somewhere in the suburbs of Ballarat.

That is a photo rich with clues: a place where the paying passengers were not allowed to alight, but where the locals could wander everywhere without high-visibility vests, with every risk that the driver would jump the train off the tracks and point it at them.
