At a guess, I would suggest there is likely an issue in the cab at the other end of that set which means it cannot run at a terminal end, and a decision was made that it was more important to run the set with a confusing desto board, than take 4 air conditioned cars out of service, when they are usable if the cab with issues is marshalled in the middle. Could be anything from faulty driver's seat, problems with master controller to foot pedal to trip gear. Or it could have even been the shed had insufficient time to remarshall it with the cab in question in the middle after a division and amalgamation before the weekend shut down.
Apparently blocking train doors carry an on-the-spot fine of $400 and maximum penalty of $5,500. If Barry needs more revenue then why not plant some police/transit/transport officers in AM and PM peak and let the potential hundreds of issuing of fines commence!It should be some more reasonable fine like $4000 on the spot fine and $9000 max penalty. We need to be more strict, maybe not so strict as I think but our government needs to shape up.

It may be ridiculously high, but it'll definitely stop people delaying trains.If, and only if, they are consistently enforced to stamp out this behaviour.

I simply told him to stop being lazy and adhere to the unwritten rules that state I could eat.
