Huge numbers of people all converging on 1 CBD.
What needs to happen is a second CBD is created.

For Sydney, I think Leppington should be the second CBD.

The NSW government could easily achieve this, but obviously it would cost money.
There are large corporations renting office space in Sydney CBD.
The NSW government could pay half the rent at Leppington, if those large corps sign a 25 year lease at Leppington.
Also have requirement that new office buildings in Leppington CBD must be skyscrapers e.g. building must be minimum 50 levels.
I am confident the large corps will move to Leppington to get the discount and the new CBD will flourish.

Obviously then the NSW government will upgrade public transport to Leppington.

I admire your vision for Leppington as a second CBD for Sydney tom, but Sydney already has a second CBD, which is Parramatta.  Although employment is a fraction of that of the Sydney CBD and will never challenge it, there are also other major regional employment centres in Sydney such as Macquarie Park, Chatswood, North Sydney and Norwest, which together with Parramatta add up to a sizeable number of jobs.  There's also those employment numbers in the other major strategic centres like Blacktown, Penrith, Liverpool and Hurstville among others.

The Sydney CBD should still remain the primary focus for employment and hence the need for maintaining and upgrading transport links. Successful cities have been those where there is a concentration of like-minded employees in certain businesses and industries with the close contact arising from that.  We don't want to emulate Los Angeles, where its CBD was just another centre among other dispersed satellite centres.  In lacking a dominant CBD, it was often described as a city without a soul, although I think that could now be changing.

No, not true. Sydney has a number of major satellite hubs, something its had for decades, far more so than Mel.

Chatswood is obviously well known, however the booming growth child has been Paramatta.

Leppington is a cow paddock and would be pointless location to build a CBD. How much do you think it would cost to build another major city? It would be cheaper to fly commuters into the city via helicopter. No large corp is going to go somewhere that has no customers, 60km from the main CBD, no basic infrastructure and their workers don't work.

BTW, I live in a city that has basically built a CBD as you describe from scratch over the last 25 years, this observation underlines my comments even more so why it won't happen in NSW or anywhere else in Australia.

Alternatively,
for a few around $10B the whole Western Sydney rail network including what exists now and connection of Leppington via the new airport and connection to Western line and connecting the NWRL to the Richmond line can be upgraded.

all up to words - Sydney has 3 CBD's  and are planed in the future . Sydney ,Parramatta and western Sydney ( airport ). there are some other areas mostly main stations - but Leppington no chance compared to business areas along the M4  

Only problem Sydney has only one main CBD station and it cannot do it job even with all the upgrades there is no changes to improve the country platforms for train access ..

Sydney has at least two "main stations" with Town Hall being of almost equal in usage. I caught the Central Coast train from Central last August and had no trouble accessing the train.

Martin Place will also become a major rail hub when the metro lines are completed.

I don't agree.  There's only 12tph entering Sydney Terminal in the morning peak, with 4tph each from the BM, CCN and Suburban Hornsby semi-express via Strathfield.  With 14 terminating platforms available post metro, you would think that there would be more than enough capacity to cater for the current line frequency and potentially South Coast Intercity services which I have alluded to on another thread.

This, the train bottle neck I agree.

Sydney Terminal just needs to follow what was done for the suburban lines, ie fly overs.

For example
- Arrival road is on ground due to existing road bridge Cleveland and Regent although there is some scope for humping in the middle between station and bridge.

- Multiple arrival roads to enable arriving trains to be put on hold while not blocking others.

Departing roads are mostly underground.

Yes there are likely multiple technical reasons this won't work or is not simple as I pointed out without even talking cost, however I'd move South Coast out now relocating to unused plats above ESR.

We only really have one genuine second CBD, which is Parramatta.  It's the CBD for Western Sydney.  The rest are major satellite strategic centres which connect with the respective CBDs. None of them could legitimately be classified as a CBD and that includes the proposed Aerotropolis at Badgerys Creek.

Much agreed, Parra is the second CBD. There has been much redevelopment done in the past few years.

Penrith is an emerging city with high rise and high density living due to the construction and future operations of Badgerys Ck. There is no CBD high rise as such, but this will happen as the airport gets close to completion.
