It suspended its ticketing because the system didn't know the trains' consists so it could not tell how many seats each car had, and it only affected the Dalian section which is part of north-east China's Liaoning Province.  The article exaggerated the IT's effort in restoring the system by downloading an older version of Adobe.  However, I do agree that China Rail is very bureaucratic and complicates otherwise simple things.
