    This notice concerns work on testing signals in the area of the accident.
    This work only overlaps the earlier notice about use of the loop track by ten minutes.
    Perhaps other work was planned in the area?
    This too was issued on the day of the accident.

    APPLIES TO THE FOLLOWING ROUTE: -
    Somerton to Albury
    Thursday 19 Feb 2020 2120hrs to 0215hrs
    Donnybrook to Kilmore East
    Signal testing, Wallan
    ----------------------------------------------------------------------------------
    Between 2120hrs (or after passage of 5MB4) on Thursday 19 Feb 2020 and until 0215hrs Friday 20 Feb 2020, ARTC
    will be undertaking signal testing of the signalling between Donnybrook and Kilmore East.
    The signal testing will be undertaken under the protection of a Track Warrant issued by the ARTC Network Controller
    between Donnybrook Signal DBK2 and Kilmore East Signal MPR8.
    Provided the Track Warrant has been issued and blocking commands have been applied to signals DBK2 and MPR8,
    blocking commands on Donnybrook Signals DBK6 and DBK18, and Kilmore East Signals KME4 and KME16 may be
    removed and the signals may be operated by the ARTC Network Controller as requested by the Wallan Tester In
    Charge.
    During the signal testing, all extinguished signals may be lit, and the point clips removed from all points at Wallan Loop
    and the points placed in the Motor position.
    Prior to the Track Warrant being cancelled, blocking commands must again be applied to Donnybrook Signals DBK6
    and DBK18, and Kilmore East Signals KME4 and KME16, associated signals extinguished and points 3 and points 7
    placed in the hand operating position and point clips applied and secured with special locks.

    I think looking at the condition of the rear of the train (still on rails), length of the train off the tracks and the speed limit of the turn out most if not all of us here know exactly what the physics were that put the XPT off the rails. The why will prove interesting.
