THE Kerang railway crossing - where 11 people died in 2007 - has been named one of Victoria's worst.
The crossings were named by train drivers.
While the Kerang crossing features prominently on the list others were nominated not only because of fatalities but because of the "danger" factor.
Most crossings had been identified as being potentially lethal and have attracted treatment such as flashing lights.
The suburban crossing at Ardeer, west of Melbourne, even has boom gates but it has still made the list.
Despite the warnings, drivers say these are the crossings where people most engage in unsafe behaviour.
"Drivers may engage in risky behaviour under the thought, 'I can safely make it across in time'," a V/Line spokesman said.
The Pakenham-Bairnsdale line is over-represented on the list with six entries.
Rosedale (twice), Stratford, Warragul, Flynn and Kilmany are all "risky" crossings, according to train drivers.
Victoria Police transit safety division Sgt Mark Vonarx said it was likely more than coincidence because "there are so many small settlements close together".
Inspector Brendon McCrory said pedestrian and motorist complacency around level crossings was a contributing factor in a number of fatal and injury collisions each year.
"People often think they can safely make it and beat a train," Insp McCrory said.
"However it can take up to 800m for some trains to come to a complete stop and it's not easy to judge how fast it could be travelling."
V/Line chief executive Rob Barnett said it was concerning motorists were still failing to obey simple road rules.
"Trains can run at any time. The timetable should not be used as a guide for when a train might be due. Freight trains also use the same tracks," Mr Barnett said.
