All the development taking place in the Hunter could create problems for a future high-speed rail netowrk between Brisbane and Melbourne.
A new report from Infrastructure Australia has identified Newcastle as one of several growth regions which could "build out" a future rail corridor.
It recommends the state government buy up rail corridor land to protect it ahead of construction of the network, or risk forking out an additional $3.5 billion dollars to buy land back from developers.
The land needed in NSW and Victoria has a current estimated value of $720 million.
