Wodonga City Council has backed calls for the new manager of Victoria's rail network to work closely with the State Government.
Transport Minister Peter Batchelor told Parliament any future operator must be prepared to work with the Government, particularly on infrastructure developments.
The city of Wodonga is promoting the standardisation of the north-east rail line, and moving the railway line out of the town centre.
Private company Pacific National plans to buy rail network company Freight Australia.
The council's chief executive, Peter Marshall, says in the past, companies leasing the network have had a lot of control.
"What the Government's...doing is trying to develop that partnership approach so that projects that are vital to the economy and communities can actually progress at the same time as the company itself [is] operating a very efficient and competitive rail system," he said.
