Gold Coast mayor Ron Clarke expects to have the results of a feasibility study on a light rail system for the city by the end of the month.
The federal and state governments have financed the analysis of the concept that was promoted by former mayor Gary Baildon.
Councillor Clarke, who defeated Mr Baildon at the council elections in March, is opposed to the idea.
He is confident the study will rule out a light rail system and says more thought needs to be given to addressing traffic problems, particularly in Surfers Paradise.
"I don't think our solution to date has worked at all, in fact I think it has added to the problem," he said.
"I am looking at getting suggestions from all sorts of levels and I would envisage that we could probably have a public consultation about the various alternatives that we can do both short-term and long-term, after all they are the people that use it - the bus drivers and the taxi drivers and the commuters," he said.
