Small rail operators are claiming victory after the Commerce Commission found Toll New Zealand's previous charges for access to its rail network risked breaching competition rules.
The commission has warned Toll (formerly Tranz Rail) that it would take action against the company if it repeated alleged anti-competitive practices. The commission had found evidence that Tranz Rail's had risked contravening the Commerce Act in certain markets between 1997 and 2002.
