The Victorian Government's funding for the train runs out at the end of June.
"At this point in time, [The Overland] won't run again," Cr Radford said.
"We are appealing for the service to be continued but also want to see the promotion of the service improved."
Cr Radford said he had a meeting with the Victorian Public Transport Minister Melissa Horne last week, but she did not provide a commitment to continue the train.
"We both made commitments to speak to different people and to see what we could do," he said.
"It's a fluid thing at this stage."
