Money will be allocated in next week's state budget to finalise planning for electrified train tracks from Melbourne to Wyndham Vale, easing some of the pressure on the crowded Geelong line.
The extension of Metro's train services into Melbourne's west is part of the Andrews government's $100 million Western Rail Plan.
The separation of services to Wyndham Vale will help ease pressure on the Regional Rail Link.
Transport Infrastructure Minister Jacinta Allan said the western suburbs were some of the fastest growing areas in the country.
"Certainly in the case of Geelong and Ballarat, they're our fastest growing parts of regional Victoria," the minister told Nine News.
The funding has also increased hopes of future express fast rail services to Geelong, including potential electric services.
It is expected the business case will be finalised some time next year.
