The State Opposition says Hunter commuters are being forced to travel on dirty trains.
Last year's official figures show the Newcastle and Central Coast Line recorded 138 complaints - around a dozen more than the Western Line and North Shore Line.
There were more than 1,000 complaints overall.
Central, Strathfield and Wynyard were among the stations that generated the most complaints about rubbish and vandalism on the platforms.
The Opposition's Transport spokeswoman, Penny Sharpe, says "passengers are fed up and visitors are appalled".
