Bid submission was held on October 14 at the office of the Procurement Service – Department of Budget and Management (PS-DBM); Acciona (Spain), EEI (Philippines), GS Engineering & Construction (Korea), Posco Engineering and Construction (Korea), PT Waskita (Indonesia), and PT Wika (Indonesia) have submitted bids for the projects.
This followed a record turnout of 11 international and local bidders for contract packages 1-3 in August. The DOTr and Philippine National Railways (PNR) are jointly implementing the project, which is being procured through the PS-DBM.
“The turnout of bidders for Packages 1-5 of PNR Clark Phase 2 is proof that competition and value for taxpayers’ money are enhanced with a bidding process that is transparent, fair, and corruption-free,” says DOTr undersecretary for railways, Mr TJ Batan.
The NSCR is a 148km network with 37 stations, with a total cost of Peso 777.55bn ($US 15.1bn). The project is being co-financed by the Asian Development Bank (ADB) and the Japan International Cooperation Agency (Jica).
The 147km NSCR project includes three sections, which will be operated as one integrated line when completed:
PNR Clark Phase 2 will feature the country’s first airport express railway service.
Contract Package 4 consists of an 8km line and includes Clark International Airport Station. Contract Package 5 consists of the NSCR Clark Depot.
Partial operations on PNR Clark Phase 2 are due to begin by 2022, reducing travel time between Malolos, Bulacan and Clark International Airport to 30-35 minutes; and from Buendia in Makati to Clark Airport from 2 hours via road to 55 minutes using the airport express. The line is expected to carry up to 340,000 passengers daily in its opening year.
Additional contract packages are scheduled for bid submission and publication before the end of the year. These include bid submission for PNR Calamba Package 1, which involves 1km of line and Blumentritt Station on November 5, and the start of bidding for the NSCR’s 304 commuter train cars, 56 airport express train cars, and electromechanical systems within the last quarter of 2019.
