The Victorian Government has appointed a new Chief Executive Officer to lead its Suburban Rail Loop Authority (SRLA).
Victorian Minister for Suburban Rail Loop, Jacinta Allan, announced Frankie Carroll will take up the position of CEO on 27 January 2021.
“Frankie Carroll brings a wealth of experience and leadership to the Suburban Rail Loop at an important time in the development and delivery of this transformative project,” Ms Allan said.
“The Suburban Rail Loop team has a big task ahead as we get on with early works to get this massive project underway.”
Mr Carroll is a highly regarded senior executive with 30 years’ experience in the private and public sectors in major infrastructure and finance. He joins SRLA from the Queensland Public Service where he recently held the position of Under Treasurer, leading the Queensland Treasury.
Formerly Director-General of Queensland’s Department of Infrastructure, Local Government and Planning, Mr Carroll was responsible for the delivery of planning reforms and infrastructure across Queensland.
As former CEO of the Queensland Reconstruction Authority, Mr Carroll delivered a $13 billion program of reconstruction works, prioritising critical projects to aid Queensland’s recovery from major natural disasters.
With experience as Chair and Director of Brisbane’s Cross River Rail Delivery Authority, he has a deep understanding of city-shaping infrastructure and mega-project delivery.
Mr Carroll was also Director of Trade and Investment Queensland, Director of Building Queensland and Chair of Economic Development Queensland. He previously held the role of Chief Executive Officer of Queensland Water Infrastructure, where he delivered major water storage facilities across South East Queensland.
Frankie Carroll joins SRLA as planning and development for Stage One of the Suburban Rail Loop ramps up, with design and pre-construction works underway ahead of the start of construction in 2022.
