The Victorian Government's panel reviewing the state's rail freight system is on its way to Gippsland in the south-east.
The review has been set up by state Rail Minister Lynn Kosky and is headed by former National party MP Tim Fischer.
Mr Fischer says the review will look at container freight, rail upgrades across the state and trends towards inter-modal transport.
He says economic and social issues are leading to an increased need for improved rail services.
"The cost of fuel congestion in and around Melbourne including on CityLink itself and the greenhouse desire of people to see the right thing done and the fact that some of the bigger trucking companies are now having great trouble in getting drivers to be away from home for long periods of time," he said.
