The Supreme Court of India on Friday ordered the implementation of the 103.94-km long Delhi Metro Phase IV project and directed the Delhi Metro Rail Corporation (DMRC) to start construction of Delhi Metro Phase IV project. The phase IV of Delhi Metro project has been stuck due to political stalemate between the Central Government and the Delhi Government from 2014.
A Delhi government lawyer informed the bench of Justices Arun Mishra and Justice Deepak Gupta that he has agreed to start work on the fourth phase of the Delhi Metro. The apex court was hearing a petition related to the Delhi Metro Phase IV project, in which the Environmental Pollution Control Authority (EPCA) recently said in its report that the approval for the commencement of construction of Delhi Metro Phase IV project is pending since 2014.
According to the Report of the Environmental Pollution Control Authority (EPCA), the standoff is about the financial aspects of the project between the Central Government and the Delhi Government. Accordingly, the Delhi government had instructed on April 10, 2019 that the DMRC can not start the construction activities of Phase IV project of Delhi Metro till the issue is resolved.
The EPCA report said:
There is a stalemate in the discussions between the Union Government and the Delhi government on different financial aspects of the project. The Delhi government has on April 10, 2019 communicated its direction that DMRC (Delhi Metro Rail Corporation) would not start work of Delhi Metro phase-IV till these issues are resolved.
It has been explained that during the earlier hearings on the matter, the Supreme Court had said that it will issue orders for beginning construction work of Phase IV as the project can not wait. During this, the court was informed that the project is important and the pending cases will be settled. The counsel for Central Government had told the court that the project funding work has been completed according to the new Metro Rail Policy, 2017.
