I am interested in an expert rail view of what these recommendations mean for TasRail and future rail transport in the state.

Does it partly advocate spending a 'truckload' (in 'high productivity' size) of the Bass & Midland Hwys but a much more 'selective' investment (perhaps 1 pallet worth) on the rail corridor?
Does it advocate creating conditions that will make it extremely difficult for rail to compete?

Funny thing is Bell Bay can take deeper draft ships than Burnie.
