Central Washington DC was closed for the protests. There were security barriers everywhere and you certainly couldn't drive. Everyone took Trump's comments as a call for action, although he didn't define what it would, rather it would just be "big". When the losing President calls his supports to a "big" rally in the capital a few days before being removed from office by an election he claims was fraud and never accepted the outcome, its not simply to here he thank people for their support. He also called on the VP to break the law at that speech.

If it was supposed to be just a speech, why didn't he walk with them? Answer, he's a coward. Because he unleashed the lion and then doesn't hold himself responsible for what  happens next. Had he actually gone with them and this still occurred, he would have bee removed by the VP that night.
