The capitals of the two Congos are on opposite sides of the Congo River, connected by a ferries.

A plan to bridge this river by a road-rail bridge is under way.

Fortunately the gauge of  the railways in Congo Brazzaville and Congo Kinshasa are the same 1067mm.

Brazzaville is connected to the ocean by the Congo-Ocean Railway. This railway was originally 762mm gauge but was rebuilt on an improved alignment as 1067mm gauge. As this railway bypasses rapids on the Congo River, it is classed as a "portage railway".

In 2019 they have finished the design and economic case, and are at the tendering stage.

Will be line be double track, as the population on either side is quite heavy? NO, single track.

Will the sleepers be dual gauge to allow for integration with a future AIHSRN? NO it seems.

It will be a Toll Road, with border posts at each end.

Fortunately the gauge of  the railways in Congo Brazzaville and Congo Kinshasa are the same 1067mm.

In  2021 an iron ore railway from Pointe-Noire to Niari & Mayoko is proposed for 10MT/y or ore, later 250MT/YR. This suggest that the new line may be 1435mm gauge, with perhaps dual gauge to connect to existing lines?
