Were upgrades to the Shepparton Railway Line also to consider trains to Cobram which have been left in limbo?

Premier's press release saying that stage 3 of the Shepparton upgrade is kicking off next month with works starting on extending the Murchison East crossing loop; the line will be closed from September 4th to 12th to enable this. I thought a business case was being put together for stage 3 but that isn't the case anymore.
A few extra little nuggets buried in the release include an expansion of the new V'locity stabling, additional length to the Murchison crossing loop, to enable it to hold a 1200M goods and two 6 car V'lo's - sounds as thought it will be like the new Warrnambool line loop.
Stage 2 complete by the end of next year with stage 3 by the end of 2023.

Murchison East Loop existing is at Murchison East station. the long extension at the Down end to allow two passes to coss whilst a goods is in the Up end.  Yes just like new Boorcan Loop on the Warrnambool line.

If two pass trains are to cross at Murchison East, will that mean that one will have to reverse into the loop in order for both trains to stop at the platform?

Oh come on. Even a dummy like me can read what @kuldalai wrote.!

An extra 1.1km at the down end of the loop means that
the UP passenger can wait in the loop until after
the DOWN has stopped at the platform and then continued through and crossed.

Then the UP train continues to the platform.

Simple manouver, same as Boorcan. Even a freighter doesn't get in the way.

No. the idea is to keep the passenger long end away from the platform.  then Up or Down goods gets put away at the extreme end of the loop. Then Up or Down pass using the centre crossover goes into the other bit of the loop and the other pass runs through on mainline stopping at platform, or pass gets put away into the other end loop opoosing pass runs through then second train exits loop to platform.  No backing up or back in crosses. Depemds on hwich pass arrives first and whether Up pr Down as to who gets to platform first.
