Geelong to Portland via Cressy AND Geelong to Bendigo via Meredith & Newstead? This really is fantasy land stuff.
And what is that line that branches off from Tarneit? Underground? Elevated? Ground level? Who knows.
Oh and Woolamai? I mean I could understand extending the Cranbourne line as far as Koo Wee Rup or even to Lang Lang, but Woolamai? Give me a break. You would be laying 100km of track to run empty cars both ways.
On the other hand, where is the love for the Wimmera? Or the Mallee? The author has some pointless service running across the pleurisy plains to Portland from Geelong stopping at every 2 horse town, but nothing West of Ararat or North of Maryborough.
A+ for the technique, I mean, it looks professional, I will give him/her that, but a solid C for the vision for the future. But don't let it be said I won't put in my efforts as well, so...

For country Victoria, the bits I would add would be the following:
Phase 1:Geelong to Waurn Ponds fully duplicated, bite the bullet and duplicate the tunnel.
Geelong - Torquay, branching off from Marshall with an intermediate station at Armstrong Creek - hourly
Geelong - Drysdale, branching off at South Geelong and following the old Queenscliffe line but built as elevated rail through Geelong's suburbs and with intermediate stations at Newcomb, Moolap, Leopold and Curlewis - hourly
Geelong - Ballarat with intermediate stations at Bannockburn, Meredith and Warrenheip - 8 per day
Ararat - Hamilton with an intermediate station at Dunkeld, connecting with Melbourne trains at Ararat - Twice daily
Ararat - Dimboola with intermediate stations at Stawell, Murtoa, Horsham - Three per day
Maryborough - Mildura, Day train with intermediate stations at Dunolly, St Arnaud, Donald, Birchip & Ouyen meeting with BG train to and from Southern Cross via Bacchus Marsh at Maryborough - Once per day
Bendigo - Inglewood with intermediate stations at Eaglehawk (existing), Marong & Bridgewater - 6 per day
Construct "Eastern RRL" a new line from Berwick to East Malvern. Built entirely as elevated railway along the Monash Freeway. Reroute all Gippsland line passenger and freight along Eastern RRL and the Glen Waverley line between Richmond and East Malvern.
Phase 2:Extend Ararat - Hamilton to Portland with an intermediate station at Heywood
Extend Bendigo - Inglewood to Wedderburn with new track laid from Wedderburn Jct to Wedderburn.
Shepparton - Cobram with intermediate stations at Numurkah and Strathmerton with new track laid from Strathmerton to Cobram 3 times per day
Benalla - Yarrawonga, service to run as a shuttle connecting with Melbourne - Albury trains
Wangaratta - Wahgunyah with intermediate station at Rutherglen, service to run as a shuttle connecting with Melbourne - Albury trains
As for Greater Melbourne:
Quad + Electrify to Melton, new intermediate stations at Thornhill Park (Paynes Rd) and Mt Atkinson (800m Down from Hopkins Rd)
Ballarat trains to run express from Sunshine to Melton, Melton only for drop off (up) and pick up (down) Melton every 10 minutes, Ballarat
every 30 (off peak)
Quad + Electrify to Wyndham Vale, build the missing link. Build a new Major Interchange station at Wyndham Vale South (WVS). Geelong line trains only stop at WVS, drop off (up) and pick up (down), express to Sunshine from there. Other new intermediate stations at Werribee West, Tarneit West (Davis Rd) & Truganina (Dohertys Rd). Extend all current Werribee line trains to WVS, Run off peak services ex Metro 1 to WVS via Deer Park every 15 minutes
Build Airport Rail as planned.
Off peak frequencies Via Metro 1:
15 minutes Sunbury - 4 per hour
15 minutes Melton - 4 per hour
15 minutes WVS - 4 per hour
15 minutes Airport - 4 per hour
total of 16 trains per hour, trains every 4 minutes between Sunshine and Dandenong via Metro Tunnel
Peak hour frequencies via Metro 1:
7-8 minutes Sunbury - 7/8 per hour
7-8 minutes Melton - 7/8 hour
7-8 minutes WVS - 7/8 per hour
7-8 minutes Airport - 7/8 per hour
total of 30 trains per hour, trains every 2 minutes between Sunshine and Dandenong via Metro Tunnel
Extend Upfield line to Wallan, electrified broad gauge double track full throughout.
Extend Cranbourne line to Koo Wee Rup, double track throughout with Intermediate stations at Cranbourne East, Clyde, Clyde East and Tooradin,
