Hate to be the bearer of bad news, but most rail radio traffic is digital and encrypted. uses mobile phone frequencies and technology. Your best bet would be shunting traffic near a major depot, where UHF frequencies are used, and you can get driver to crew comms.

have a hunt around for licenced frequencies near where your looking on the ACMA website as well https://web.acma.gov.au/rrl/register_search.main_page

a bit of googling for "australian rail scanner frequencies" might turn up relevant stuff to the areas your looking as well
