The point is an interesting one in as much as why is the flyover really required and are the number of trains planned for the airport line such that a flyover is required at all?

It's worth mentioning several things:

1) The failure of Aurizon's containerised service is probably a big factor,

2) Along with the drought in 2019,

3) and competition from overseas sea freighters. ...

QR codes are being strictly enforced in Central Vic atm.  At all supermarkets they've manned the entrances or won't let you through checkout without "Checking In" either electronically or manually.
