For your new layout go for 30" radius if you can, 24" if you must on the main line.  Industrial sidings can be tighter but just remember you can't run some locos on those sidings.  Turnouts should mat ...

I agree with the consensus, we can't expect a decent model from manufacturers and also expect it to run around curves as sharp as 18".

I vaguely remember there being glue between the chassis and the end steps near where the handrails fit into the chassis.  Try levering there with a screwdriver, gently.
