Since it is a private company, they have no requirements to tell the public of anything. As with others info would help people stay interested.
However you could think they are being practical. Until it is ready, it isn't (logically) - thus no need to tell everyone that is it ready to go, until it actually is. Especially if money is tight, time passes, other things get in the way etc. I am sure the people working on it have a story to tell, and do watch us all, but cannot comment.
So they'll tell the world when it's ready. if there was a organisation willing to invest they would contact the company to get in and to speed things up, but that's no happening in reality. We all want it done and operational.
It's one viewpoint, Not so sure of it though.
