A report into last year's tilt train derailment near Bundaberg in south-east Queensland has made 11 recommendations.
More than 100 people were injured in the accident, which occurred when the train was travelling from Brisbane to Rockhampton.
A report from the Australian Transport Safety Bureau tabled in State Parliament today finds excessive speed was the major factor in the derailment.
It recommends that tilt trains continue to be limited to 100 kilometres an hour until automatic train protection devices are fitted.
Transport Minister Paul Lucas says safety measures like automatic braking are already being installed.
"Encouragingly the report reinforced the mechanical and structural reliability of the train," he said.
"Mechanical faults were not a contributing factor.
"The report also found the track was safe, there was no design deficiency that directly contributed.
"It found that both drivers were medically and psychologically fit ... alcohol and drugs were not a factor."
Mr Lucas says one of the drivers was not in the cabin when the train derailed, in line with guidelines at that time.
"He was making a tea or coffee and he was entitled to do that, so no criticism made there at all in that respect," Mr Lucas said.
The report recommends that both drivers now stay in the cabin when the train is navigating critical curves.
Mr Lucas says the report is not about pointing fingers and any charges arising from the accident are up to police.
Mr Lucas says the main aim of the report is to prevent more accidents.
"This is about finding out what went wrong, finding out how we can improve our systems to reduce or minimise that happening in the future," he said.
