Noisy trains have been added to the list of problems faced by Victoria's behind-time and over-budget fast rail project.
Recent testing of the railway's new "V/Locity" trains, which will travel at up to 160km/h, has found they are almost too noisy for safe public use.
Some completed trains will need to be returned to the workshop of manufacturer Bombardier for significant modifications related to insulation.
Noise inside the passenger carriages was put at 80 decibels - just short of the 85 decibel limit that is deemed safe for long-term exposure.
A V/Line spokeswoman has confirmed that noise was a problem uncovered by the testing.
"The whole point of testing is to identify issues so that they can be addressed," she said.
"Noise was one of the issues identified and Bombardier has a program in place to address this ... this is not unusual in developing a new train."
The fast rail project, a Victorian Government election promise, has seen its costs blow out from $80 million to $750 million.
It has also faced criticism for delivering average time savings of just 2.5 to 4.5 minutes.
