Services on just one of Victoria's 12 country rail lines met punctuality targets during April.
One in every three trains on the Geelong line were at least six minutes late.
One in every four trains on the Warrnambool line were 11 minutes or more late and 14 per cent of the trains on the Ballarat line were at least six minutes late.
Opposition transport spokesman Terry Mulder says this is unacceptable.
"We've got people who want to use the public transport system to get to work, to meet flights out of Tullamarine Airport, to specialist appointments and yet they can't be guaranteed after nearly $900 million was spent on getting a train that turns up on time and that simply isn't good enough for country Victorians," he said.
